Research Security - International Travel

UTHealth Houston is committed to the safety and well-being of our faculty, staff, and students when participating in university sponsored programs and events off-site as well as on our campus.  In this regard, it is particularly important that we consider the safety and health of our faculty, students, and staff when participating in activities in other countries.

When planning international travel, it is the responsibility of the traveler (faculty, staff, and student) to check the Travel Exemption  website for the most current UTHealth Houston travel country restrictions.

Regardless of destination, registration with On Call International is mandatory for all University-related international travel for students, faculty and staff.  Registration is automatic when using University’s contracted travel agency (CTP).  If the travel arrangements are made by a third party (such as a hosting institution covering the cost), travelers must enroll manually with On Call International

Travel to Foreign Adversary Countries:

In November 2024, Governor Greg Abbott issued Executive Order GA-48 related to the hardening of state government. Included in the order are certain travel-related reporting requirements and restrictions involving countries identified as foreign adversaries in 15 C.F.R. Section 791.4.  This list currently includes:

  • China, including Hong Kong and Macau;
  • Cuba;
  • Iran;
  • North Korea;
  • Russia; and
  • Venezuela (Maduro Regime)

University Travel:

Work travel to the countries listed as foreign adversaries is not allowed.

Personal Travel:

To comply with Executive Order GA-48, all employees must notify the institution of personal travel to foreign adversaries by completing a pre-travel notification and a post travel brief. Links for completing the notifications are below. These forms are for personal travel only and may not be used to notify the University of or request approval for work-related travel.
