Bill McClain is responsible for overseeing and coordinating the administrative support operations of the Office of the President, assisting President Larry R. Kaiser, M.D., with the scheduling and preparation for briefings, meetings and other university functions. He also coordinates activities with UT System and outside agencies. 

He joined the office of the president at The University of Texas Health Science Center at Houston in 2005.  McClain previously was the vice president of operations for Procorp Associates, an international management consulting firm located in The Woodlands.  He served in the U.S. Army for 33 years culminating his career as a major general and  the U. S. Army’s Chief of Public Affairs serving in that position for more than five years, the longest serving officer in that position.  Throughout his career, he advised senior U. S. and Allied leaders on organizational and communications issues, developed professional enhancement programs, and was the architect of worldwide military internal and external communication programs.   His military service included Vietnam, Germany, and Belgium as well as in the United States and 13 years in Washington, D.C.  In recognition of his leadership and vision, he was inducted into the U.S. Army Public Affairs Hall of Fame in 2003.  After retirement from active duty, he has served in the private and public sectors highlighted by senior managerial and leadership positions in Bexar County government in San Antonio.  He delivers presentations on leadership, and communications throughout Texas.  In 2009, he delivered the keynote address at the Houston National Cemetery observance of Memorial Day.

McClain graduated from Texas A&M in 1962 with a Bachelors of Arts degree in English. He did graduate work in American diplomatic history at the University of Virginia and earned a Master of Arts degree in Management from Central Michigan University.  He is a graduate of the Army Command and General Staff College and the Army War College.

Bill is an Emeritus member of the San Antonio Advisory Board of the United Negro College Fund and has chaired public relations committees on the Development Board of the University of the Incarnate Word and the Executive Committee of the San Antonio USO Council. Past president of the San Antonio Chapter, Public Relations Society of America, he is a member of the Texas A&M Corps of Cadets Development Council, the Public Relations Society of America, Army Public Affairs Alumni Association, Century Club member of the A&M Former Students Association, Life Member of the 101st Airborne Division Association, Life Member of the Association of the United State Army, and a Life Member of the Military Officers Association of America.
