Position also will encompass Academic Affairs, reaffirmation process
Hui-Ming Chang, M.D., M.P.H. and Bryant Boutwell, Dr.P.H.,
Bryant Boutwell, Dr.P.H., was appointed in April by University of Texas Health Science Center President James T. Willerson, M.D., to lead the Office of International Programs. He replaces Hui-Ming Chang, M.D., M.P.H., founding vice president of the program, who retires at the end of May.
Boutwell's new title will be Associate Vice President of Accreditation and International Programs, as he will still be responsible for overseeing the Southern Association of Colleges and Schools (SACS) reaffirmation process for 2010. SACS is the recognized regional accrediting body in eleven U.S. Southern states (Alabama, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Texas and Virginia).
"Dr. Boutwell has served on the review committee for International Programs Award since its inception and possesses the enthusiasm and diverse academic credentials needed for future success in international programs," Chang said.
"The reaffirmation process allows us to tell our story and we have a wonderful story to tell," Boutwell said. "This is true in the area of international relations as well. We just need to make our presence known." Boutwell said he looks forward to carrying on the work Chang started in the Office of International Programs and will support all existing programs.
"I'm delighted and honored that Dr. Willerson has asked me to run this important program," Boutwell said. "We have a global community, but nowhere is it more important than within the health field.
"Given our position in the world's largest medical center, it's only natural that the world looks at us as role models for academic health care," Boutwell explained. "Cultural competency is increasingly becoming an essential skill students need to develop into well-rounded professionals in their fields - whether we're talking about patient care delivery, research or education."
Boutwell is a former assistant vice president for academic affairs at UT M.D. Anderson Cancer Center and since 1993 has served UT Houston Medical School as assistant and associate dean for community affairs while teaching humanities and ethics for the John P. McGovern Center for Health, Humanities, and the Human Spirit. He is the first holder of the John P. McGovern Professorship in Oslerian Medicine.
He has journalism and biology degrees from The University of Texas at Austin and a Master of Public Health and Doctor of Public Health degree from The University of Texas School of Public Health at Houston.

During his three decades in the Texas Medical Center he has also served as senior communicator for the Texas Heart Institute, Texas Children's Hospital, and Saint Luke's Episcopal Hospital, as well as director of Public Affairs for the Texas Medical Center.
